Who writes the lists.
Every destination's list is written by one person who lives there. Born there, or moved there and stayed, often because the place is their work. Either way they've been there years, not a season, and they know it well enough to tell a real place from a famous one.
The famous places are on the list too, at the early levels, because you'll go anyway. The later levels are the ones no guide, book or video has: the things you only hear about from someone who's there. They decide what goes on, which level it belongs to, and what gets left off, and their name goes on it.
